We are a buyer of many products and services from external suppliers. These relationships are governed by regulations and our own policies to ensure fairness, transparency and value for money.

We are committed to delivering value for money and Procurement plays a key role in supporting this commitment. By effectively managing our relationships with suppliers, we are able to increase our ability to create more places for people to call home, support them to live well and build lasting homes and communities.

The regulations

The Public Contracts Regulations 2015 govern how we select and award contracts for supplies and services above certain financial values or thresholds.

The current thresholds, which will apply until 1 January 2022, are as follows:

  • Supply, services and design contracts: £189,330
  • Works contracts: £4,733,252
  • Social and other specific services: £663,540

For contracts expected to be below these thresholds, we are guided by our own internal procurement policies and procedures.

Tender opportunities

All contract opportunities above the thresholds must, by law, be advertised through the Find a Tender Service (FTS), which replaces the Official Journal of the European Union (OJEU) since the UK’s departure from the EU.

Suppliers can view our current tender opportunities on our tender portal. If you are having issues with the portal, please contact

We also, where possible, publish our future expected procurement activity which can be viewed here.
